What Makes an Attic a Legal Bedroom?
To be classed as a habitable room (like a bedroom), an attic conversion needs to meet standards set out in the National Construction Code and NSW planning rules. The key requirements are:
Ceiling height
A minimum ceiling height of 2.4m over a usable portion of the room. Sloped ceilings are fine, but you need enough standing room to be practical.
Roof pitch
A steeper roof pitch (generally 25-30 degrees or more) gives you the headroom needed. Low-pitch roofs may need a roof lift or dormer to work.
Natural light & ventilation
Habitable rooms need windows or skylights - typically light equal to at least 10% of the floor area and ventilation of around 5%.
Safe access
A fixed, code-compliant staircase (not a ladder) is required for a bedroom, with proper headroom and balustrades.
Fire safety & egress
Smoke alarms, fire-rated construction where required, and a safe means of escape.
Structural capacity
Existing ceiling joists usually need strengthening to carry floor loads for a habitable room.

Stand in the centre of your roof space. If you can stand upright with comfortable headroom across a reasonable area, there's a strong chance your attic can become a bedroom. If the roof feels tight, a dormer window or roof lift can often create the height you need.
